In the context of ongoing peaceful nuclear negotiations between Iran and the United States, with a hopeful outlook, late on Friday, June 13th, the regime of Israel conducted widespread and targeted attacks against residential areas across Tehran. These assaults resulted in the deaths and injuries of numerous civilians, including women, children, adolescents, and the elderly, none of whom can be classified as military personnel. Many homes in entirely civilian zones were targeted, resulting in irreparable material and psychological damage to the residents.

Israel’s aggression and violation of Iranian territory, despite explicit opposition to the Fourth Geneva Convention, aim to transform the region into another battlefield in the Middle East. Israel has employed all means, regardless of humanitarian rights, to achieve this goal. Against the backdrop of ongoing peaceful nuclear negotiations between Iran and the United States with hopeful prospects, the Israeli regime carried out widespread and targeted attacks on residential areas across Tehran late on Friday 13 June. Numerous civilians were killed and injured in these attacks, including women, children, teenagers and elderly people who cannot be attributed to the military. Many homes in purely civilian areas were attacked, causing irreparable material and psychological damage to the residents.

Israel’s aggression and violation of Iranian territory is aimed at turning the region into another battlefield in the Middle East, even though it explicitly opposes the Fourth Geneva Convention. Israel has used all means to achieve this goal without regard for humanitarian rights. Its incessant nightly attacks on various residential areas in Iran have so far caused the following:

  1. The death and injury of approximately 500 Iranian citizens[1].
  2. On 13 June 2025, the Welfare Office of Qasr-e Shirin was attacked, killing two employees and service recipients[2].
  3. An attack on the Hakim Children’s Hospital in one of Tehran’s southernmost and most deprived districts with a capacity of 266 beds[3].
  4. Destruction of vital infrastructure such as fuel and gas refineries and municipal water pipelines.
  5. The assassination of non-military Iranian scientists and intellectuals[4].
  6. Attacks on student dormitories at the University of Tehran[5].
  7. Targeted attacks on the country’s nuclear facilities, which, if damaged, could cause a catastrophe for people and the environment[6].
  8. Attacks on civil aircraft[7][8]
  9. Conducting all-out psychological warfare aimed at undermining the physical and psychological security of the Iranian people, all of which constitute clear war crimes and human rights violations.

According to Article 2, paragraph 4 of the Charter of the United Nations, all member states are obliged to refrain from the threat or use of force against the territorial integrity or political independence of other states. This principle is not just a moral recommendation, but the basis of the international legal order established after the Second World War. The recent attack by the Israeli regime on civilian targets such as homes is a violation of the principles of distinction, proportionality and precaution in armed conflict as set out in the Geneva Conventions of 1949 and their Additional Protocols.

The slaughter of women, children and civilians, as well as the targeted killing of persons not directly involved in hostilities, could be categorised as war crimes under the Rome Statute of the International Criminal Court. These acts blatantly violate the right to life as enshrined in Article 6 of the International Covenant on Civil and Political Rights (ICCPR), which is non-derogable, and constitute atrocities that must be unequivocally condemned worldwide and the perpetrators prosecuted.

Israel’s belligerent policies and blatant human rights violations have led to the collapse and ineffectiveness of peaceful mechanisms and solutions at a time when diplomatic efforts to resolve the conflict through negotiations with the United States and other regional and European actors are underway. These actions have long-lasting negative effects on regional and international co-operation. If these policies and targeted killings continue unchecked, they will not only threaten Iran’s security but also destabilise the entire region and lead to numerous humanitarian crises in various areas.

As Iranian civil society organisations and non-governmental organisations, we stress the importance of understanding and acknowledging the catastrophic situation caused by Israel’s aggression against Iran and the widespread slaughter of civilians. We draw the attention of the international community, international NGOs, and humanitarian organisations to the ongoing humanitarian crisis. We firmly believe that the responsibility to maintain peace is an international obligation, especially for civil society and non-governmental and humanitarian organisations. These organisations, in accordance with the principles of human rights and international law, must resolutely confront the Israeli regime’s blatant aggression and human rights violations in order to prevent another human catastrophe such as the massacre of women and children in Gaza.
