Second Statement of Iranian Civil Society and Non‑Governmental Organizations Condemning the Military Aggression of the United States and Israel Against Iran

Introduction

At a time when the international community is in urgent need of diplomacy, dialogue, and multilateral cooperation to address climate, environmental, and humanitarian crises, we are witnessing the continuation of a series of unprecedented military attacks by the United States of America and the Israeli regime against the Islamic Republic of Iran. These attacks have primarily targeted civilian infrastructure, medical centers, vital facilities, and cultural and historical sites across the country, resulting in a wave of humanitarian disasters, environmental degradation, and serious damage to cultural and human heritage throughout Iran.

Under the Charter of the United Nations, the use of force is prohibited except in cases of self‑defense or when authorized by the Security Council. The recent actions of the United States and Israel lack any international authorization and constitute a direct violation of Articles 2 and 51 of the UN Charter, the principles of international humanitarian law, and the established norms governing just conduct in armed conflict. Even in situations of armed conflict, the principles of distinction, proportionality, and precaution must be respected. What has occurred in Iran in recent days represents a clear violation of all three principles.

  1. Humanitarian Dimensions of the Disaster

According to the latest official statistics released by the Government News Agency and the Iranian Red Crescent Society as of 16 March 2026, more than 67,000 civilian units, including schools, residential buildings, and public service facilities, have been damaged. These include over 30,000 residential units that have sustained severe damage or have been destroyed.

Additionally:

  • 236 medical, health, and emergency centers have been targeted.
  • 17 Iranian Red Crescent relief centers have been destroyed.
  • 33 ambulances have been destroyed.
  • Three Red Crescent rescue helicopters have sustained serious damage.
  • 498 schools have been destroyed, and 200 students have lost their lives.

The number of civilian casualties has reached tens of thousands, including more than 3,200 injured women, 223 women killed, over 1,350 injured children, and 202 children killed[1].

A particularly grave example of violations of humanitarian and ethical obligations occurred on 12 March, when a targeted attack struck a pharmaceutical warehouse storing medicines for patients with special medical needs, as well as infant formula reserves, in the Bouali Industrial Zone of Hamedan. The destruction of this facility resulted in the complete loss of vital medicines for patients suffering from multiple sclerosis, cancer, and neonatal metabolic disorders.

These acts constitute clear violations of Articles 51 and 52 of the 1977 Additional Protocol I to the Geneva Conventions, which emphasize the absolute protection of civilians and vital infrastructure. Moreover, such aggressive attacks contradict Common Article 3 of the Geneva Conventions, the Convention on the Rights of the Child (1989), the Convention on the Elimination of All Forms of Discrimination against Women (1979), and the fundamental principles of the Universal Declaration of Human Rights.

Silence by international institutions in the face of repeated occurrences of such conduct is deeply concerning, as it undermines the legitimacy of the international legal order and reinforces the notion of impunity for militarily powerful states. Can the international community remain silent in the face of the deaths of defenseless children and patients?

 

  1. Environmental Consequences and Regional Ecological Threats

On the evening of 6 March 2026, large‑scale fires caused by explosions at several oil storage facilities in southern and northwestern Tehran and in Alborz Province released massive plumes of toxic smoke containing benzene, toluene, and volatile organic compounds, spreading across tens of kilometers.

Preliminary measurements by the National Environmental Protection Organization indicate that concentrations of particulate matter in affected areas reached ten times the limits recommended by the World Health Organization.

Simultaneously, an unlawful aggressive attack on the desalination facility on Qeshm Island halted the production and distribution of potable water. With a capacity of 12,000 cubic meters per day, this facility provided drinking water to approximately 40,000 residents of the island, particularly rural communities. Its destruction has created an unprecedented crisis in water supply, particularly affecting medical centers and schools. At present, emergency water supplies are being provided through tanker trucks and saline wells, posing significant risks to public health[2].

Beyond the humanitarian consequences, these attacks have resulted in extensive contamination of soil, groundwater, and marine resources, as well as the destruction of sensitive habitats including mangrove forests, coral ecosystems, and migratory bird habitats.

It should be noted that Iran lies along a major axis of the Eurasian–African migratory bird corridor, and the destruction of its wetlands and coastal ecosystems poses a threat to the biodiversity of the entire region.

Such acts constitute clear violations of Articles 35 and 55 of the 1977 Additional Protocol I to the Geneva Conventions, as well as Principles 24 and 25 of the 1992 Rio Declaration on Environment and Development regarding the environmental consequences of warfare. They are also inconsistent with the spirit of the Convention on Biological Diversity and the Ramsar Convention on Wetlands of International Importance.

Historical precedent demonstrates that military attacks on industrial infrastructure—as witnessed during the 1991 Gulf War—can leave toxic and carcinogenic consequences for both human populations and ecosystems for many years after hostilities end. Must the world repeat the same mistake?

  1. Destruction of Cultural Heritage and the Historical Identity of Nations

Cultural heritage represents the collective memory of humanity. Its deliberate or indirect destruction constitutes an assault on the identity of nations. Recent aggressive attacks have damaged several historical sites in Iran, some of which are inscribed on the UNESCO World Heritage List.

According to the Ministry of Cultural Heritage, Tourism, and Handicrafts, as of the early hours of 16 March 2026, more than 108 historical and national heritage sites across the country have sustained damage[3].

Official reports indicate that Tehran Province, with 60 sites affected, has suffered the greatest damage. This is followed by Isfahan (19 sites), Kurdistan (12 sites), Lorestan and Kermanshah (4 sites each), Bushehr and Qom (2 sites each), and Ilam, East Azerbaijan, West Azerbaijan, Mazandaran, and Sistan and Baluchestan (one site each).

In Tehran, Azadi Tower, a symbol of modernity and national identity in Iran, has developed structural cracks in its southern section. Golestan Palace has sustained damage to its Qajar‑era mirrorwork and plaster decorations as a result of nearby explosions. In addition, several historical and cultural landmarks in Tehran have reportedly been affected, including the Golestan, Saadabad, Marble (Marmar), Saltanatabad, Farahabad, and Eshratabad palace complexes, as well as the Qasr Garden Museum, the historic Citadel (Arg) of Tehran, the Haft Chenar Museum, the Air and Space Museum, the Electricity Industry Museum, the Museum of the Institute for the Intellectual Development of Children and Young Adults, the House of Professor Adl (Art Research Institute), and the Nezamieh Mansion. Damage has also been reported to sections of Azadi Tower and Mehrabad Airport, the historic Chal Hesar Mosque (Ardebiliha Mosque), the Justice Ministry building, the former Senate building (Senate Palace), and the historic Vossough‑od‑Dowleh House[4].

In Isfahan, part of Naqsh‑e Jahan Square experienced minor displacement in the columns of Sheikh Lotfollah Mosque, which is currently under examination by cultural heritage specialists. In Kurdistan, the Khosroabad Mansion in Sanandaj and Falak‑ol‑Aflak Fortress in Khorramabad have also experienced structural vibrations. Safavid Dowlatkhaneh, Rakib Khaneh Mansion, Ashraf Hall (Old Parliament), and the Grand Bazaar of Tehran are among other historical sites reported to have sustained damage.

Other affected historical sites include Safavid Dowlatkhaneh, Rakib Khaneh Mansion, Ashraf Hall (Old Parliament), and the Grand Bazaar of Tehran.

These sites represent a combination of World Heritage properties, nationally registered monuments, and historically significant structures and landscapes—elements that constitute not only the civilizational memory of Iran but also a part of the shared cultural heritage of humanity.

In addition, six historic urban districts in Tehran, Isfahan, Sanandaj, Kermanshah, Qom, and Khansar have also sustained damage during the attacks, raising serious concerns among cultural heritage experts about the continued threats facing Iran’s historic urban fabric.

In the most recent incident, in the early hours of 16 March 2026, an attack occurred near the Saadabad Cultural–Historical Complex, the largest cultural and historical complex in Iran. Although museum artifacts had previously been transferred to secure storage to safeguard national cultural heritage, multiple blast waves caused significant damage to several historic buildings within the complex.

Valuable architectural decorations—including plasterwork, mirrorwork, and historic stonework from the Qajar and early Pahlavi periods—have sustained serious and in some cases irreparable damage.

Under the 1954 Hague Convention for the Protection of Cultural Property in the Event of Armed Conflict and the 1972 UNESCO World Heritage Convention, States Parties are obliged to refrain from any action or negligence that may result in damage to cultural heritage. Even indirect destruction of such sites constitutes not only a breach of these treaties but also a violation of the collective conscience of humanity.

In recent years, similar incidents in Mosul, Palmyra, Sana’a, and Gaza prompted immediate reactions from the UN Security Council and UNESCO. Today, Iran faces a comparable situation, and the international community is expected to demonstrate the same level of sensitivity and commitment. How can the destruction of world heritage be witnessed while still speaking of the “protection of the common heritage of humanity”?

Conclusion and Call for International Action

Sustainable peace and justice in the world depend on mutual respect for the sovereignty of states, the preservation of human dignity, and the protection of the environment and human culture. The recent attacks against Iran have not only undermined the international legal order but have also challenged the shared values of humanity.

The international community cannot remain silent in the face of the destruction of vital resources, the killing of civilians, and the devastation of civilizational heritage. The conscience of the world must speak out.

  • Can a 2,500‑year‑old Iranian civilization, which forms part of human history, be sacrificed to the logic of force?
  • Is silence in the face of polluted seas, burning wetlands, and the deaths of innocent children compatible with human conscience?
  • We call upon all international institutions, Member States, and voices of conscience to fulfill their moral and legal responsibilities:
  • Defend peace, protect the Earth and humanity, and be the voice of the voiceless.

We, a coalition of Iranian civil society organizations and non‑governmental organizations, call for serious action in the following areas:

  1. Establishment of an international fact‑finding commission under the authority of the UN Secretary‑General to document the attacks, collect evidence, and refer the case to relevant international judicial bodies. Iranian civil society organizations stand ready to cooperate fully with UN advisers and investigative mechanisms.
  2. Creation of a special monitoring mechanism within the UN Human Rights Council to regularly review violations committed against civilians, particularly women, children, and patients.
  3. Immediate action by UNESCO and the United Nations Environment Programme (UNEP) to dispatch field experts to assess environmental and cultural damages and to prepare an emergency reconstruction plan.
  4. Convening of an emergency special session of the UN General Assembly under the “Uniting for Peace” Resolution (1950) should the Security Council remain deadlocked.
  5. Referral of the case to the International Court of Justice (ICJ) and the International Criminal Court (ICC), invoking the principle of universal jurisdiction to pursue accountability for war crimes and environmental crimes.
  6. Ensuring reparations by those responsible for the attacks for the reconstruction of infrastructure, environmental remediation, and restoration of damaged cultural heritage.
  7. Proposal for a new resolution within the Human Rights Council recognizing large‑scale environmental destruction (ecocide) as a crime against humanity.
  8. Utilization of UN legal and monitoring mechanisms to take effective and urgent measures to prevent further damage to Iran’s cultural and historical heritage, which forms part of the cultural treasury of humanity and whose protection constitutes a shared responsibility of the international community.
