The Association for the Protection of Refugee Women and Children (HAMI) successfully registered its oral statement as the thirteenth non-governmental organization to speak during the interactive dialogue on the oral report of the UNHCR and the Special Rapporteur on the situation of human rights in Afghanistan.
However, due to time constraints, the submitted video statement was not played during the session.
Given the importance of the issue—and the repeated references made during the dialogue to the urgent need to halt the outflow of refugees from Iran and Pakistan—the statement was re-uploaded under Item 4, and was successfully broadcast at a later stage.

The text of the statement was as follows:

Mr. President,

The severe limitations in the hosting capacities of neighboring countries, along with the alarming lack of access to international financial resources and support to sustain the presence of millions of forcibly displaced Afghans in these host countries, have significantly weakened social resilience and the ability to continue providing assistance.
In light of these challenges and the relative improvement of security conditions in Afghanistan, host countries in the region have increasingly encouraged Afghans to return to their homeland, particularly those who were admitted under temporary humanitarian protection following the Taliban’s takeover.

This wave of return urgently requires a strong, coordinated, and comprehensive response from the international community—aimed at strengthening and expanding vital infrastructure, particularly in the sectors of education, health, and employment.
It is also essential that the Taliban authorities formally recognize the right to return and resettlement as a fundamental human right, and take concrete steps to facilitate the reintegration of returnees. This includes reforming social policies and practices, recognizing women’s right to social and political participation, and ensuring girls’ access to education as critical guarantees to enable safe, dignified, and sustainable return.

At the same time, neighboring host countries are expected to extend both technical and operational support toward the sustainable reintegration of Afghans, including through the development and expansion of virtual and digital education services to ensure that girls in Afghanistan can continue to access learning opportunities.
